Editorial High Fidelity Pure Audio starting a noble but losing battle

The announcement is wrapped in an aura of déjà vu: Universal Music Group is marketing an uncompressed, high-end digital audio format for Blu-ray called High Fidelity Pure Audio (HFPA). Where standard CD audio is 44.1KHz at 16 bits, HFPA's A2D sampling rate clocks in at a sky-high 96KHz at 24 bits.

Analog elitists will maintain that even extremely refined sampling is inherently inferior to capturing unchopped waveforms, and while that argument is fun to test, it is academic in the context of wide consumer adoption. Can a new audiophile format gain traction in a technomusical world governed by convenience and mobility?

Certain men with metastatic prostate cancer have advantages in comparison with watchful waiting

Abiraterone acetate (abiraterone for short, trade name: Zytiga) has been approved in Germany since December 2012 for men with metastatic prostate cancer that is not responsive to hormone blockade, who only have mild symptoms or so far none at all, and in whom chemotherapy is not yet indicated. In an early benefit assessment pursuant to the "Act on the Reform of the Market for Medicinal Products" (AMNOG), the German Institute for Quality and Efficiency in Health Care (IQWiG) examined whether abiraterone offers an added benefit compared with the present standard therapy.

According to this, the new drug can prolong overall survival and delay the occurrence of severe pain in comparison with watchful waiting. Due to the poor data however, it cannot be excluded with certainty that abiraterone also causes greater harm in the form of side effects. Overall, IQWiG derives a hint of a considerable added benefit.

G-BA specified appropriate comparator therapy

The Federal Joint Committee (G-BA) specified watchful waiting, i.e. observation of the disease and its course without additional medical interventions, as the appropriate comparator therapy. However, current conventional androgen deprivation therapy, i.e. hormone blockade with drugs, was to be maintained or continued as combined, maximal androgen blockade with a non-steroidal anti-androgen (flutamide or bicalutamide).

Assessment on the basis of an approval study

The assessment was based on a direct comparative randomized controlled trial (RCT), namely the approval study for this indication (COU-AA-302). Patients in this study received either abiraterone and prednisone or placebo and prednisone. Almost all patients (94%) in both study arms also received a drug for hormone blockade.

In both study arms, treatment was continued until progression occurred, i.e. the disease got worse. In the abiraterone group, this was the case after 13.8 months on average (median), and in the placebo group, after 8.3 months. This means that the duration of treatment differed greatly in the two study arms.

Advantages in "mortality" and "morbidity"

The results of the study showed that, on the one hand, abiraterone had advantages in the outcome "overall survival", as life expectancy was about five months higher on average (median) in this study arm. On the other hand, severe pain occurred later in the abiraterone group, where it took about three months longer until one quarter of the patients needed an opiate. IQWiG sees an indication of an added benefit for both outcomes: in the case of "mortality" (overall survival) with the extent "minor", and in the case of "morbidity" (occurrence of severe pain) with the extent "considerable".

Data on "health-related quality of life" not usable

Data on "health-related quality of life" were obtained in this study using a questionnaire. The way these data were analysed was unsuitable, however, and therefore the results could not be used for the assessment. Therefore it remained unclear whether the differences recorded between the two study arms were really noticeable for the patients.

Results on "side effects" are uncertain

Most data on "side effects" presented by the pharmaceutical company were also not analysed appropriately, and could therefore not be used. This was true for the overall rate of adverse events and for serious adverse events, as well as for the specific adverse events "fractures" and "fluid retention/oedema".

The main reason these data could not be used was that the difference in treatment duration in the two study arms (13.8 versus 8.3 months) was not considered appropriately by the manufacturer in the analyses.

An analysis of severe adverse events that occurred during the first three months of the treatment from the approval documents could be used, however. At this early time, when the majority of patients was probably still treated with abiraterone or placebo, there was no statistically significant difference between the two treatment arms.

Hence a greater or lesser harm from abiraterone is not proven, but cannot be excluded with certainty, either.

Hint instead of indication

Therefore only positive effects remained on the basis of the available data, namely indications of a minor added benefit regarding "mortality" (overall survival) and of a considerable added benefit regarding "morbidity" (time of occurrence of severe pain). Due to the uncertainty regarding harm, however, overall, IQWiG did not derive an indication, but a hint of a considerable added benefit of abiraterone in comparison with watchful waiting.

IQWiG already published a first dossier assessment of abiraterone in January 2012. This assessment dealt with a different indication, however, namely its use in men with metastatic prostate cancer that is no longer responsive to hormone therapy and progresses further during or after therapy with the cytostatic drug docetaxel.

G-BA decides on the extent of added benefit

The approach for deriving an overall conclusion on the extent of added benefit is a proposal by IQWiG. The G-BA, which has opened a formal commenting procedure, decides on the extent of added benefit.

An overview of the results of IQWiG's benefit assessment is given by a German-language executive summary. In addition, the website gesundheitsinformation.de, published by IQWiG, provides easily understandable and brief German-language information on abiraterone.

The G-BA website contains both general English-language information on benefit assessment pursuant to 35a Social Code Book V and specific German-language information on the assessment of abiraterone.

Russian rocket crashes in Kazakhstan

The rocket exploded over the Russian-leased Baikonur launch facility in Kazakhstan

An unmanned Russian Proton-M rocket has crashed just seconds after its launch from the Russian Baikonur facility in Kazakhstan.

Dramatic video footage broadcast by Russian TV shows the rocket break up before exploding into a fireball over the Baikonur cosmodrome.

Russia's Interfax news agency reported that up to 500 tonnes of poisonous rocket fuel may have been released and contaminated the crash site.

There were no reported injuries.

The rocket was carrying three satellites for Russia's Glonass (global) navigation satellite system.

It is not yet clear what caused the accident.

It is not the first incident involving a Proton-M rocket, according to the BBC's Steve Rosenberg in Moscow.

A similar rocket crashed shortly after it was launched six years ago, and in 2010 another rocket failed to put three navigation satellites into orbit.

How the Army of the Future Will Share Battlefield Intelligence

Military technology doesn't simply spring forth fully formed from a DARPA engineer's head like some GI Athena. It requires extensive development cycles and field testing before it's put on the front lines. At this year's semi-annual Network Integration Evaluations (NIE) at the White Sands Missile Range, in New Mexico, Army researchers put a trio of technologies through their paces. Technologies that could radically alter how future wars are waged by delivering a more complete battlefield view to troops in the line of fire.

Aside from testing the devices themselves, the NIE gives commanders a chance to integrate the new technology into their existing tactics, techniques and procedures (TTPs). ?Over the last few NIEs, the network has become much more stable than it was," said Col. Beth Bierden, chief of the Network Integration Division at Brigade Modernization Command. "We are able to get at the TTPs and figure out mission command and do all that kind of stuff much more now than we have in the past, when we were really just trying to figure out the architecture.? Here are three systems expected to make the biggest impact on tomorrow's battlefield.


How the Army of the Future Will Share Battlefield Intelligence

Nett Warrior

Originally known as the Ground Soldier System, the Nett Warrior is an integrated situational awareness system for dismounted combat leaders (those not sitting in a HumVee or remote command center). It's a mini-map that notes every squad member's positions (to avoid friendly fire and set more effective crossfires) as well as a host of other pertinent tactical and navigation information that's shared amongst the squad over secured radio waves using Rifleman Radios.

It effectively becomes a tiny, mobile ad hoc network?known as the On-The-Move self-forming network?whose voice, data, and GPS information can be displayed either on a mobile handset or on the soldier's HUD. What's more, commanders can use the system to access Secret or Sensitive-but-Unclassified ISR information during on-the-fly mission planning. And even if the commander is incapacitated or killed in action, the next-most senior member of the group will be able to pick up where the previous commander left off.


How the Army of the Future Will Share Battlefield Intelligence

Warfighter Information Network ? Tactical Increment 2 (WIN-T)

Domestic carrier coverage is spotty even in the boondocks of Iowa; what makes you think you'll get any bars in the wilds of Afghanistan? So instead of relying on the Big Three, future soldiers will carry their network along with them. Known as the Warfighter Information Network - Tactical Increment 2, this network will form the basis of the entire Army's secured troop communication services.

WIN-T will enable commanders to track (via voice, video, and data) and coordinate a mobile and dispersed strike force from anywhere on the battlefield while remaining tapped into the Army's intel network. The system consists of infrastructure and network components that securely relay satellite and terrestrial tactical communications (known as Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance?C4ISR) between individual soldiers and command.

So rather than shouting into a walkie-talkie during the pitch of battle to get status updates from the squad's radio operator, the WIN-T network will allow commanders monitor and redeploy forces in real time as well as transmit tactical information?everything from Ku-band RADAR and Super High Frequency datalinks to GPS and the Secure, Mobile, Anti-Jam, Reliable, Tactical - Terminal (SMART-T). Think of it as a secured, miniature Internet that exists only within a theater of operations but spans from the front lines to the rear guard.


Distributed Common Ground System

There are a lot of moving pieces on a battlefield. So to make sure that elements from the Army, Air Force, Navy, and Marines are all on the same page, there's the Distributed Common Ground System (DCGS).

The DCGS is the primary means of analyzing and disseminating ISR data?from the weather forecast to threat assessments?collected by the Air Force's U-2, RQ-4 Global Hawk, MQ-9 Reaper and MQ-1 Predator drones. It comprises 45 geographically distinct, networked sites manned by a mixture of active-duty, national guard, and reservists service members. And while previous human-based systems required weeks of analysis to deliver actionable results, the cloud-based DCGS churns through millions of data points in near real time.

?It was not that long ago that intelligence analysis was a very labor-intensive business,? explained Col. Charles Wells, the project manager for the Army's wing of the DCGS. ?With the cloud and with lightweight applications that run analytics, we can now look through all that data?all 20 million records?and literally in a matter of seconds to minutes get a diagram that has been provided and start the analysis from there. We're not having to filter the data. We're not having to look at a subset of the data. We're looking at every one of those records in real time, and getting an answer.?

This allows commanders worldwide to deliver accurate, actionable intelligence faster than ever before and will help save American lives.

New mini system designed for integration with new Apple iOS devices

Onkyo has unveiled the CS-255 CD Hi-Fi Mini System, with Lightning charging dock. This new CD receiver includes certified charging connections for new and legacy iPhone and iPod models, as well as audio playback from compatible smartphones and tablets by way of a USB port, with an integral FM/AM radio that offers a total of 60 memory presets.

The receiver features a digital amplifier that drives a pair of two-way speakers. The cabinets include a large cone driver, balanced-dome tweeter, and non-parallel construction with rolled edges to prevent internal standing waves.

The system delivers 15W of power in each channel, with 0.5 percent total harmonic distortion. Frequency response is between 50Hz and 20kHz. The signal to noise ratio on the device is 84 dB, with a speaker impedance of between 6 and 16 ohms.

The Onkyo CS-255 will be available this August at a suggested retail price of $299.?

An Open Reply to President Obama | Live Long and Prosper

I write to President Obama regularly. I?ve been speaking out to him against his destructive privatization scheme labeled Race to the Top run by the Broad-trained Arne Duncan, his Secretary of Education with no public school teaching experience. The response I get is usually canned, scripted, filled with meaningless references to ?improving schools,? ?global competition,? ?world class education? and ?strengthening the teaching profession.? His administration has set forth a plan which promotes privatization and guarantees a weakened teaching profession, and the continued achievement gap between rich and poor.

I have decided that it?s time to respond to the administration?s canned answers and to the damage their Race to the Top is doing to public education. So here, then, is my response. The President?s letter, which will be included in its entirety, is in italics. My responses and quotes from others will be in unitalicized print.

Dear President Obama,

HIGH EXPECTATIONS AND SUCCESS

Thank you for writing. My Administration is working to ensure America?s young people have educational opportunities worthy of their potential, and I appreciate hearing from you.

There is no stronger foundation for success than a great education. We must provide our children with the world-class education they need to succeed and our Nation needs to compete in the global economy. Our classrooms should be places of high expectations and success, where all students receive an education that prepares them for higher learning and high-demand careers in our fast-changing economy.

Have our classrooms become places of high expectations?

If you believe that standardized tests increase expectations then I suppose that?s correct. However, your use of the phrase high expectations?reminds me of President Bush?s (43) use of the phrase, ?the soft bigotry of low expectations.?

In Bush?s case I would respond that the ?soft bigotry of low expectations? is compounded by the hard bigotry of poor opportunities. Public schools for students living in poverty need more support, not what they usually get, which is less. Teaching to the tests, and scripted instruction don?t improve learning. Dilapidated physical environs, rapid teacher and administrator turnaround, and lack of supplies aren?t enough to help students fight off the detrimental effects of poverty.

In 2000 Alfie Kohn wrote,

Fact 2. Noninstructional factors explain most of the variance among test scores when schools or districts are compared. A study of math results on the 1992 National Assessment of Educational Progress found that the combination of four such variables (number of parents living at home, parents? educational background, type of community, and poverty rate) accounted for a whopping 89 percent of the differences in state scores. To the best of my knowledge, all such analyses of state tests have found comparable results, with the numbers varying only slightly as a function of which socioeconomic variables were considered.

Apparently we haven?t learned his lesson of 13 years ago?and the definition of high expectations continues to be ?the responsibility for improving achievement falls 100% to public schools and public school teachers. None of the responsibility seems to belong to policy makers?or to parents?or to students?or to anyone else.?

High expectations should include the attempt by policy makers to end all the other societal gaps as well as the achievement gap ? the income gap, the nutrition gap, the health care gap, the incarceration gap, the homeowner gap, the poverty gap, and the unemployment gap. Schools can?t do it alone.

Martin Luther King Jr. said,

I am now convinced that the simplest approach will prove to be the most effective ? the solution to poverty is to abolish it directly by a now widely discussed measure: the guaranteed income?. We are likely to find that the problems of housing and education, instead of preceding the elimination of poverty, will themselves be affected if poverty is first abolished.

Mr. President, you say that our classrooms should be places of high expectations and success. I?m afraid that the success will be difficult to find without high expectations of our policy makers for the other problems of our nation.

EARLY CHILDHOOD EDUCATION

Equipping young Americans with the tools for success must start at the earliest possible age. Today, fewer than 3 in 10 4-year-olds are enrolled in a high-quality preschool program?and for many children, this lack of access to preschool can leave a shadow that lasts a lifetime. That is why I have proposed working with states to make high-quality preschool available to every child in America. Every dollar we invest in early childhood education can save more than seven dollars later on?by boosting graduation rates, reducing teen pregnancy, and reducing crime. In states that make it a priority to educate our youngest children, students grow up more likely to read and do math at their grade level, graduate high school, hold a job, and form stable families of their own. So we must do what works and make sure none of our children start the race of life behind.

High quality early childhood education represents one of the best investments our country can make, and the National Education Association believes it?s a common sense investment we can?t afford to pass up.

RACE TO THE TOP

My Administration continues to make historic investments to strengthen our public education system, including our Race to the Top program?a competition that spurred states to make comprehensive reforms of their public school systems to prepare all students for college and career. Race to the Top focuses on what is best for our students by engaging state and local leaders and educators in adopting better standards that prepare students for college and career, turning around our lowest-performing schools, developing and rewarding effective teachers and leaders, and implementing meaningful assessments to track the progress of our students. Building on this ambitious program, I announced a new initiative to provide high school students with challenging and relevant academic and career-related learning experiences that prepare them for success in higher education and the workforce. With funding I have proposed in my FY2014 budget, we will reward schools that redesign teaching and learning in high schools to foster new partnerships with colleges and employers and strengthen classes that focus on science, technology, engineering, and math?the skills students need to thrive in a high-tech world.

We know that schools can?t change the out-of-school factors which contribute in a large part to the achievement of students. Since schools can?t change those factors, competition, with its winners and losers, is not appropriate to public education.

3. ?adopting better standards that prepare students for college and career?

There is no basis to the belief that the ?better standards? will prepare students for college and career. I think you?re referring to the so-called ?Common Core State Standards.? These standards have been adopted in 46 states and the District of Columbia without any field test. No one knows how they will affect students, teachers, or schools.

4. Your method of turning around our lowest performing schools seems to consist in closing them, or having states close them, and opening charter schools which, as research has shown, don?t do any better than traditional public schools.

5. Your method of rewarding effective teachers is by using test scores as the basis for merit pay for teachers. We know from research that this doesn?t work. We know that test scores are closely tied to family income and rewarding effective teachers?means that teachers who teach the most educationally needy students will not be rated as ?effective.? This is just one more way to undervalue and under support schools in poor communities.

6. I?m sorry, Mr. President, but the standardized tests now being used in my state and many others cannot be called meaningful assessments. They?re being used because you can get a number from them with which to grade students, teachers, schools and school districts. The number, while convenient, doesn?t always reflect what a student knows or what a teacher and school have taught.

7. Your plan to reward schools that redesign teaching and learning?sounds suspiciously like rewarding schools for high test scores. I hope that isn?t true.


REFORMING NCLB

Mr. President, I applaud your desire to reform No Child Left Behind. The Bush (43) education law has carried the test and punishment plan to privatize public schools and deprofessionalize the teaching profession for the last decade. The insane obsession with testing and subsequent punishment for low test scores is the status quo, not the cries for rational assessment, for a reduction in child poverty and for support of public school teachers and public schools by public school advocates. Beginning with the first Bush (41) administration and the response to A Nation At Risk, followed by the Clinton administration and Goals 2000, standardized testing became the method most used to evaluate schools in America. With No Child Left Behind, the goal of grading, ranking and punishing students, teachers, schools and school districts became entrenched. It is now the status quo.

Has your education policy eliminated the most damaging impact of No Child Left Behind?

To further reshape our educational system, we also need to reform the No Child Left Behind Act?a law that has helped advance accountability and expose disparities in educational opportunities and outcomes, but has labeled too many schools as failing and imposed too many unworkable remedies. Because America?s students cannot afford to wait any longer for Congress to act to fix No Child Left Behind, my Administration launched a new Federal-State partnership to provide states with flexibility to advance needed educational reforms in exchange for a commitment to raise standards for all students, improve accountability for low-performing schools, and help teachers and school leaders become more effective. A majority of states has now been granted flexibility from No Child Left Behind, and while states are required to maintain a focus on underserved students, they can move away from one-size-fits-all interventions and mandates to advance locally tailored solutions to do what is best for students.

I?m glad that you understand why No Child Left Behind needs to be reformed. It has an unreachable goal ? 100% proficiency by 2014 ? and it has the consequence of forcing schools and their teachers to teach to the test.

Unfortunately, Mr. President, your waivers which free schools from the Annual Yearly Progress aspect of NCLB will cause standardized testing to be even more important?more pervasive. Read?Federal Action and Inaction Produce Testing Deluge.

To earn ?waivers? from Adequate Yearly Progress (AYP), win Race to the Top grants, and receive Teacher Improvement Program grants, the federal government is requiring states to use standardized test scores as ?a significant part? of all teacher evaluations.

The waivers don?t help?they make things worse. Diane Ravitch, in an interview with Anthony Cody, said,

One of the many problems with NCLB is that it came packaged with unrealistic, expensive and heavy-handed federal mandates. It put too much emphasis on testing and punishment for failure to reach impossible goals. The waivers now offered by the US Department of Education require the states to comply with other mandates, still tied to the NCLB-style accountability framework. The emphasis on testing under the waiver plan is as heavy-handed as it has been under NCLB. Many schools with high numbers of low-scoring students will be subject to firings and closings. They need help, not punishment. One of the lessons of NCLB is that the federal government does not know how to improve schools.

If you had wanted to help you should have lessened the importance of standardized tests, not increased it. You know that?you?ve said that is what you want to do.

Your words as a candidate and as the President have suggested that you?re against too much testing in our schools, yet your actions as the President say just the opposite.

The future of America?s economic strength is determined each day in classrooms across our Nation. To remain a global leader, we must cultivate a learning environment with an effective teacher in every classroom and an effective principal in every school. Supporting a strong teaching workforce and inspiring school leadership is a top priority for my Administration. In these challenging financial times for state and local budgets, we have worked to help schools keep teachers in the classroom, preserve or extend the regular school day and year, and maintain important afterschool activities. My Administration has also put forward robust plans to strengthen and transform the teaching profession through a series of investments to help states and districts pursue bold reforms at every stage of the profession. This includes attracting top-tier talent and preparing educators for success, creating career ladders with opportunities for advancement and competitive compensation, providing meaningful evaluation and support for the development of teachers and principals, and getting the best educators into the classrooms of the students who need them most.

The learning environment of Race to the Top is one in which states are coerced into using student test scores to evaluate their teachers. I admit though, that some states, like my own, extremely ?reformy? Indiana, don?t need coercion. The last four years of Indiana?s ?Mitch and Tony Show? followed by the supermajorities in the house and senate along with a friend in the governor?s mansion have provided everything that the ?reformers? want; vouchers, an independent charter board, no more collective bargaining for teachers?all the good stuff that Bill Gates, Arne Duncan, and Michelle Rhee have been saying is so important for our children.

However even though you, Mr. President, have said that we have too much testing, your Race to the Top program requires teachers to be evaluated using student test scores. Standardized tests used to evaluate student achievement were not made to evaluated teaching and learning. I don?t know if you learned anything about tests and measurements when you were in law school, but if you did you would know that tests should only be used for that for which they were developed. If you develop a test for use as a measure of student achievement, then that?s what it should be used for?and only that.

There are other things included in the teacher evaluations?and in some places around the country the Value Added Model (VAM) is used. Unfortunately, using VAM to evaluate teachers is unreliable and invalid?just like the tests themselves. Alfie Kohn wrote,

Question 1: Does [VAM] provide valid and reliable information about teachers (and schools)? Most experts in the field of educational assessment say, Good heavens, no. This year?s sterling teacher may well look like crud next year, and vice versa. Too many variables affect a cohort?s test scores; statistically speaking, we just can?t credit or blame any individual teacher.

Leading experts caution against reliance on test scores in teacher evaluations

Student test scores are not reliable indicators of teacher effectiveness, even with the addition of value-added modeling (VAM), a new Economic Policy Institute report by leading testing experts finds. Though VAM methods have allowed for more sophisticated comparisons of teachers than were possible in the past, they are still inaccurate, so test scores should not dominate the information used by school officials in making high-stakes decisions about the evaluation, discipline and compensation of teachers.

You have said that we shouldn?t do too much testing, yet Race to the Top requires that the testing continue unabated. We know that using test scores for teacher evaluations (and schools and school districts) is invalid, yet Race to the Top coerces states to use test scores for teacher evaluations.

Do you see the problem here, Mr. President? Your words don?t match your actions.

I know that you want to fill schools with effective teachers. Here are some articles about what makes effective teachers?and none of them include anything about teaching to the test or using test scores to evaluate teachers.

The bold reforms you?re putting into place with Race to the Top are not reliable, aren?t supported by research and are damaging schools. It?s time to stop.

A world-class education system will equip our Nation to advance economic growth, encourage new investment and hiring, spark innovation, and ensure the success of the middle class. Preparing our students for higher education and rewarding careers fulfills our promise to our Nation?s youth and strengthens America for generations to come.

You say you want our children to have a world-class education. If so, we have some models to follow because there are many countries which do a better job than ours?Finland, for example. What do the Finns do that makes their education system so much better? Keep in mind children in Finland don?t start school till age 7, and they don?t spend money to administer standardized tests until the children are in their teens.

For one thing, they have a much lower level of childhood poverty ? about 5% compared to ours of nearly 25%. They keep the poverty level low and this helps to increase achievement?not the other way around.

Second, teachers in Finland are chosen from the highest levels of academic success. Once they have been accepted into the teaching field at the university ? something which is not easy ? they are trained well?and are required to get masters degrees. You won?t find any math-major-who-decided-he-wanted-to-be-a-teacher getting a temporary license to teach. Teacher education is serious?and you have to be educated as a teacher (Indiana legislators and state school board members take note!). How are teachers selected, trained and motivated in the US?

Third, the Finns have free schooling from preschool through the university. No college loan debt hanging over your head for 20 years after you graduate. Preschools are universally available and teach no academics?they teach children social skills and how to play.

Fourth, and this is an important one. Competition is not only not a part of education, it?s actively avoided. The Finns know that learning is helped by collaboration not competition. Schools, students and teachers aren?t ranked. There?s no Race to get funding. Schools are fully funded.

Now I know that Finland is a small country, with little diversity which makes it unlike the large and diverse USA. Still, we can learn from them. We should learn from them.

Mr. President, I don?t disagree with everything your administration has done in the area of education policy. I applaud your call for universal preschools. I support your effort to reduce student loan costs. However, Your Race to the Top is a path which supports the privatization of public education through corporate charters, furthers the test and punish aspects of No Child Left Behind, doesn?t provide the most money where it?s most needed, and coerces states to introduce policies unsupported by research.

Here are some things which I think will go along way to improving our school system. I understand that you can?t do this alone, and need the congress, as well as state legislatures to cooperate, however, you can use the position of the President as a moral leader to convince the country of the wisdom of these actions.

Diane Ravitch listed these steps to improve public education in a speech to National Opportunity to Learn Summit in 2011. She wrote,

  • Every pregnant woman should have good pre-natal care and nutrition so that her child is born healthy.?One of three children born to women who do not get good prenatal care will have disabilities that are preventable.?That will cost society far more than providing these women with prenatal care.
  • Every child should have the medical attention and nutrition that they need to grow up healthy.
  • Every child should have high-quality early childhood education.
  • Every school should have experienced teachers who are prepared to help all children learn.
  • Every teacher should have at least a masters degree.
  • Every principal should be a master teacher, not a recruit from industry, the military, or the sports world.
  • Every superintendent should be an experienced educator who understand teaching and learning and the needs of children.
  • Every school should have a health clinic.
  • Schools should collaborate with parents, the local community, civic leaders, and local business leaders to support the needs of children.
  • Every school should have a full and balanced curriculum, with the arts, sciences, history, civics, geography, mathematics, foreign languages, and physical education.
  • Every child should have time and space to play.
  • We must stop investing in testing, accountability, and consultants and start investing in?children.

Let?s end the Race to the Top and collaborate to create a strong public school system.

Diamond catalyst shows promise in breaching age-old barrier

June 30, 2013 ? In the world, there are a lot of small molecules people would like to get rid of, or at least convert to something useful, according to University of Wisconsin-Madison chemist Robert J. Hamers.

Think carbon dioxide, the greenhouse gas most responsible for far-reaching effects on global climate. Nitrogen is another ubiquitous small-molecule gas that can be transformed into the valuable agricultural fertilizer ammonia. Plants perform the chemical reduction of atmospheric nitrogen to ammonia as a matter of course, but for humans to do that in an industrial setting, a necessity for modern agriculture, requires subjecting nitrogen to massive amounts of energy under high pressure.

"The current process for reducing nitrogen to ammonia is done under extreme conditions," explains Hamers, a UW-Madison professor of chemistry. "There is an enormous barrier you have to overcome to get your final product."

Breaching that barrier more efficiently and reducing the huge amounts of energy used to convert nitrogen to ammonia -- by some estimates 2 percent of the world's electrical output -- has been a grail for the agricultural chemical industry. Now, that goal may be on the horizon, thanks to a technique devised by Hamers and his colleagues and published June 30, 2013 in the journal Nature Methods.

Like many chemical reactions, reducing nitrogen to ammonia is a product of catalysis, where the catalytic agent used in the traditional energy-intensive reduction process is iron. The iron, combined with high temperature and high pressure, accelerates the reaction rate for converting nitrogen to ammonia by lowering the activation barrier that otherwise keeps nitrogen, one of the most ubiquitous gases on the planet, intact.

"The nitrogen molecule is one of the happiest molecules around," notes Hamers. "It is incredibly stable. It doesn't do anything."

One of the big obstacles, according to Hamers, is that nitrogen binds poorly to catalytic materials like iron.

Hamers and his team, including Di Zhu, Linghong Zhang and Rose E. Ruther, all of UW-Madison, turned to synthetic industrial diamond -- a cheap, gritty, versatile material -- as a potential new catalyst for the reduction process. Diamond, the Wisconsin team found, can facilitate the reduction of nitrogen to ammonia under ambient temperatures and pressures.

Like all chemical reactions, the reduction of nitrogen to ammonia involves moving electrons from one molecule to another. Using hydrogen-coated diamond illuminated by deep ultraviolet light, the Wisconsin team was able to induce a ready stream of electrons into water, which served as a reactant liquid that reduced nitrogen to ammonia under temperature and pressure conditions far more efficient than those required by traditional industrial methods.

"From a chemist's standpoint, nothing is more efficient than electrons in water," says Hamers, whose work is funded by the National Science Foundation. With the diamond catalyst, "the electrons are unconfined. They flow like lemmings to the sea."

While the method was demonstrated in the context of reducing nitrogen to a valuable agricultural product, the new diamond-centric approach is exciting, Hamers argues, because it can potentially fit a wide range of processes that require catalysis. "This is truly a different way of thinking about inducing reactions that may have more efficiency and applicability. We're doing this with diamond grit. It is infinitely reusable."

The technique devised by Hamers and his colleagues, he notes, still has kinks that need to be worked out to make it a viable alternative to traditional methods. The use of deep ultraviolet light, for example, is a limiting factor. Inducing reactions with visible light is a goal that would enhance the promise of the new technique for applications such as antipollution technology.

The agreement that PGE has signed with its state-controlled peers will limit the risk of the project being unprofitable, Treasury Minister Wlodzimierz Karpinski said, according to Bloomberg. Prime Minister Donald Tusk added that the project is now set to start this summer.

The idea depressed investors, who are wary of the pressure on Polish state-controlled companies to implement a confused strategy to increase energy security. PGE has already told Warsaw that its hopes of building the country's first nuclear power plants, and developing a significant shale gas industry are unrealistic. "We have to build a model for Opole that will make the project profitable or at least safe for PGE," Tusk said at the signing. "It's not about business for the company but the national interest of all Poles."

On top of that, the government has been pushing for higher dividends to help with its fiscal consolidation efforts in recent years. However, the struggle of the state-controlled companies to keep up with investment demands has seen that drive fading this year. The state treasury added to the pressure by approving a payout well below expectations, which saw PGE shares drop as much as 7% to a session low of PLN14.87, reports Reuters.

The revival of Opole encapsulates the mess that Poland's energy strategy now finds itself. In the face of the difficulties - nuclear power is extremely expensive; shale gas test results have been disappointing thus far - the PM surprised by saying the project will lead a push to increase the role of coal in Poland's energy mix. "Coal will again find its place in the Polish energy mix," Tusk said.

However, thanks to its abundant domestic supplies, Poland already relies on coal for over 90% of its power, but it's rapidly running out of alternatives. Grid operator PSE said recently that the country faces a potential crisis as early as 2016 due to its ageing power plants. The analysis said the country needs to retire up to 6.6GW, or 40%, of its capacity by 2020.

Yet with power prices through the floor - low demand has seen them drop over 30% in the last 12 months - companies are understandably unwilling to invest. A host of projects have been pulled this year. At the same time, much of the blame can be laid at the government's door. It's failure to lay out clear and attractive regulation and tax regimes for both shale gas and renewables such as wind have held back investment.

All of which has Warsaw in hot water with the EU's environmental policymakers. Honda orders recall because of fire risk -- for 2nd time

The 2007-2008 Honda Fit's master power window switch can short and even catch fire if it gets wet.

Honda has become the latest automaker to order a recall due to the risk of potential vehicle fires ? a problem linked to a defective power window switch that has led to major recalls at several competitors including Toyota and General Motors. Embarrassingly, it is the second time Honda has had to repair the affected vehicles for the same problem.

In fact, with the recall covering just 143,083 Honda Fit subcompacts sold in the U.S., the latest safety action is relatively modest when compared to the 2.5 million vehicles Toyota had to recall in the States for the problem last October.

The latest action involves 2007 and 2008 model-year Honda subcompacts and is linked to a defective power window module that is vulnerable to rain or spilled liquids that might over time get in through the driver?s window.

?Over time,? the maker explains in a release, ?exposure to water and other fluids can cause electrical resistance in the switch, which ultimately can cause the switch to overheat and melt, damaging the switch and potentially damaging an associated wire harness. Additionally, if a switch melts, it could produce smoke and, potentially cause a fire.?

That is precisely the problem Honda described in January 2010 when it conducted a recall of the same Fit models for the same problem, using a fix it now says, ?has since been determined by Honda not to be sufficiently robust to ensure that all switches would be completely sealed against all possible moisture intrusion.?

If that is not problematic enough, Honda apparently may have to subject some owners to an additional, two-step repair process. It is asking owners of the affected vehicles to bring the little hatchbacks in for inspection as soon as possible. If it appears the defective switches show obvious damage they will be replaced immediately. If not, the maker says it will send the vehicles home, and will contact them later in the year to come back for a replacement ?when sufficient supplies of the updated switch are available.?

It is becoming increasingly common for manufacturers to announce large recalls because underlying components are frequently shared among a wide range of vehicles. And many suppliers sell the same, or nearly identical, components to more than one manufacturer.

As a result, Toyota was forced to recall 7.4 million cars, trucks and crossovers last autumn to deal with the same power window switch issue, including 2.5 million sold in the States. It was the Japanese giant?s largest recall ever.

General Motors has also had to order major recalls covering a wide range of products due to the switch problem, including one recall announced earlier this month involving 250,000 Chevrolet Trailblazers and GMC Envoy SUVs.A defective airbag system produced by a single supplier, Takata, similarly led to a major recall by a wide range of Asian and Western makers earlier this year.

But the Honda recall is a problem for the maker at a variety of levels. It not only is ordering a re-do of previous work but could subject some owners to multiple additional visits to the repair shop.

Compounding the situation, Honda has suffered a growing number of safety-related recalls in recent years, coming in as first or second in terms of the number of individual vehicles involved for each of the last four years.

And this year it seems on track to lead the list again, having recalled several million vehicles sold in the U.S. for problems including brake and airbag defects, as well as transmissions that can shift out of Park resulting in runaway vehicles.

Nonetheless, the maker still landed in the Top 10 according to the latest J.D. Power Initial Quality Survey, a measure of problems experienced by owners during the first 90 days after purchase. But the maker lagged behind Toyota and, among mainstream brands, both Chevrolet and GMC ? their parent General Motors topping the IQS list among individual manufacturers for the first time.
